- What is a Long Range Tranportation Plan?
- A Long Range Transportation Plan is a long-range (typically 20+year) strategy and capital improvement program developed to guide the effective investment of public funds in multi modal transportation facilities. The plan is typically reevaluated and/or updated every 5 years, and may be amended as a result of changes in projected Federal, State and local funding, major improvement studies, congestion management process plans, interchange justification studies, and environmental impact studies. The Plan provides the context from which the region's Transportation Improvement Program (TIP), a short-range capital improvement program for implementing highway, transit, and bikeway projects, is drawn.
- What is the overall goal of the Long Range Transportation Plan?
- The major goal of the Plan is to evaluate the current transportation
infrastructure, address the current and future needs of
the Joplin region, recognize and include the concerns
and desires of the public and all stakeholders, and
create a fiscally sound Long Range Transportation Plan.
- What is JATSO Role in this Process?
- JATSO's purpose is to administer the federal required transportation planning process in the Joplin Metropolitan Area. The JATSO oversees federal planning funds from the Federal Highway Administration and the Federal Transit Administration. Some of the responsibilites of the JATSO are:
Approve goals and objectives of the transportation planning process.
Review and approve Unified Planning Work Programs.
Review and adopt Transportation Improvement Programs.
Provide metropolitan transportation planning process self-certifications.
Review and adopt Long-Range Transportation Plans and revisions.
Serve as liaison between various governmental units in implementing various elements of the plan.
Ensure citizen participation in the transportation planning process through the Public Involvement Plan.
Be compliant with all applicable state and federal laws and regulations.
